Abstract:

I'll introduce a very general concept in equivariant cohomology/the cohomology of stacks, which enables us to think of non-representable maps as being proper maps, for almost all intents and purposes. This concept is of being "approximated by proper maps". I'll also explain what this has to do with a new approach to Kirwan surjectivity: the question of when the restriction map from the space of all objects in some category to the space of "stable" objects is a surjection.
